About UK Public Capital Monitor
This independently maintained reference site brings together the UK government’s financial relationships with public financing institutions. It connects institutional profiles, financial measures, accountability, announcements and research. The focus is financial institutions; the site does not cover all public investment or public-sector wealth. It is not an official government publication or a complete register of government assets.
What this dashboard covers
The directory covers UK public financial bodies and the UK government’s ownership, funding and governance relationships with multilateral and jointly backed financial institutions. Some invest from their own balance sheets; others provide guarantees or administer public finance.
Why include the Student Loans Company? Treasury explicitly designates SLC as a public financial institution. It is a student finance administrator, so the loans it administers are shown separately from the government’s investment in the company. Institution groups
- UK public financial bodies: the six Treasury-designated UK PuFins, regardless of where they operate.
- Multilateral institutions: international institutions in which the UK holds shares or participates through membership and contributions.
- Jointly backed institutions: other international financing bodies backed by multiple governments. This currently covers PIDG, whose owner-member relationship is shown on its profile.
Geographic focus
National covers institutions financing UK activity or serving UK beneficiaries, including bodies with an England-only remit. International covers financing and beneficiaries overseas. These are editorial browsing categories, separate from ownership: BII is a UK body with an international focus. The current directory contains 20 institutions. It is an initial coverage set, not a certified inventory of every government financial asset. Only established UK relationships are included.
Standalone devolved institutions, monetary and regulatory bodies, pension funds, ordinary operating companies and legacy exit receivables are outside this first edition. Subsidiaries are identified where relevant; parent and subsidiary capital must not be added without consolidation.
Reading the financial measures
- UK paid-in capital: capital contributed to the institution. This differs from the total subscribed amount, which may include callable capital.
- UK reported holding value: a department’s accounting valuation at a reporting date. It is not cumulative cash contributed.
- UK commitments: pledges or authorised future payments. An announcement does not establish payment.
- Institution financing capacity: the size of a financing envelope, which may include loans and guarantees. It is not the UK’s equity investment.
- Ownership and votes: capital shares and voting power are recorded separately. Membership contributions need not confer an equity ownership percentage.
No aggregate capital total is presented because the available measures have different definitions, dates and perimeters. “Not yet verified” means a figure has not been established here; it does not mean zero.
News inclusion
The feed groups repeated coverage of the same source and includes UK capital commitments, changes to UK participation, shareholder policy, accountability documents and material UK governance developments. It excludes general multilateral project news without a specific UK connection.
This edition contains curated updates through 16 September 2026. Updates are checked before publication. Dates refer to the publication, announcement or explicitly described governance event; financial reporting periods are recorded separately.
Research collection policy
The collection aims for broad coverage of substantive work about UK public financial institutions and direct UK multilateral relationships. Wider multilateral literature is selected for its relevance to a UK funding, governance or shareholder decision.
- UK institutions and system: institutional and programme evaluations, audits, parliamentary scrutiny, academic work and policy analysis. Research on predecessor institutions is linked to current profiles.
- UK multilateral relationships: research on UK contributions, guarantees, representation, influence, priorities and oversight.
- Multilateral institutions and reform: selected work on capital, financial sustainability, governance, performance, additionality and mobilisation. Each entry explains its relevance to the UK relationship.
Routine country and sector reports, marketing and individual project evaluations are normally excluded unless they examine a material UK-supported arrangement or establish a wider institutional issue. Publication by a covered institution is not, by itself, a reason for inclusion.
Annual accounts and framework documents appear as key documents on institution profiles. A substantive analytical report can appear in the research hub; its release may also appear in news, linked to the same publication.
Coverage of this edition
33 publications are currently catalogued. The initial UK collection spans all six covered UK bodies, but is not exhaustive: further BII and BBB programme evaluations, newer SLC studies and NWF policy analysis remain to be added. NHB coverage concerns institutional design and prospective effects, rather than established performance. The multilateral collection is selective and uneven across institutions.
Provenance and interpretation
Author, publisher and commissioner are shown separately. External scrutiny, commissioned evaluation, academic work and institutional research have different roles. “Institutional evaluation” denotes work by an institution’s evaluation function, such as the World Bank Group’s Independent Evaluation Group. This is distinct from external scrutiny and from other research published by an institution. Original publication dates are retained, with later responses, follow-ups and accessible versions linked as related documents.
