What it examines

Developed with the Caribbean Development Bank, this working paper sets out contractual templates for governments to provide contingent capital to multilateral banks. Funding would follow a specified stress trigger in exchange for a non-voting hybrid capital instrument, with provisions for capital modelling, board oversight and recovery planning.

Why it matters

Informs UK shareholder scrutiny of lending capacity and future fiscal obligations. The UK was a project observer. The paper establishes no UK commitment or executed CDB facility, and its illustrative modelling does not measure the UK’s actual exposure.

Dated October 2026 on the paper. The date shown is CDB’s 14 October launch date; the newsroom listing date of 22 October is not treated as the publication date.
