Private capital mobilisation for climate action by European public financial institutions

Policy analysis
Authors
Mohammed Saffar and Emilio González Islas
Publisher

What it examines

Examines the domestic activities of Bpifrance, KfW and Cassa Depositi e Prestiti. The authors discuss bond funding, co-financing, equity and technical assistance, and call for clearer mobilisation targets and more transparent reporting. They caution that institutional histories differ and mobilisation figures are difficult to compare.

Why it matters

Comparative lessons for the funding and design of UK institutions such as NWF and BBB. These are not UK case studies; the UK application is the Monitor’s interpretation and does not imply that foreign models can be transferred unchanged.

Publisher archive dates this report to 23 April 2026; the PDF states April 2026. Historical research added in October 2026.
