What it examines

González proposes approval-stage tests for market failure, instrument effectiveness and additionality, alongside competitive allocation of subsidies. He applies a coding protocol to selected World Bank appraisal documents and argues for clearer obligations across IBRD/IDA, IFC and MIGA. The findings concern the evidence presented before approval, rather than measured project outcomes.

Why it matters

Offers a framework for UK shareholder and contributor scrutiny of the World Bank Group. The author’s sample and judgement-based coding limit generalisation, and the proposals are not adopted Bank or UK policy.
