What it examines

Reviews UK support for energy transition, including BII and PIDG. ICAI recognises mobilisation and technical expertise but finds fragmented strategy, unclear departmental responsibilities and gaps in results reporting. It calls for clearer objectives, better allocation across channels and stronger evidence on additionality. Government accepted four recommendations and partly accepted two in January 2026.

Why it matters

Connects UK ownership and funding of BII and PIDG to climate objectives and accountability. The review’s mobilisation measures and reporting periods differ; acceptance of recommendations does not demonstrate implementation.

Historical review published 5 November 2025, covering UK activities from 2021–22 to 2025–26. Added to the collection in October 2026.
