Financial Transaction Control Framework — October 2026 update
What it examines
Updates the process for institutions seeking Treasury designation as public financial institutions and adds a draft chapter on devolved financial investment. It describes proposed arrangements involving mayors, devolved governments and existing institutions. Chapter six remains draft and is due to be revised before April 2028 following further engagement.
Why it matters
Sets out who controls financial investment, how responsibilities may be shared and who decides PFI designation. The six institutions listed in the annex retain their existing designation. Treasury designation and the Monitor’s directory scope are separate questions.
The date is the substantive October 2026 update. The framework was first published on 30 October 2024.
