What it examines
Examines the value, performance and risks of the government’s loan and equity portfolio. The report explains how financial returns are assessed, why institutional measures differ and how risk budgeting will be introduced across public financial institutions.
Why it matters
Provides evidence for assessing how government manages its investments and the risks retained by taxpayers. Its defined portfolio excludes student loans, guarantees and transactions within the public sector. Return estimates have methodological limits and should be read alongside policy objectives.
